Can Roydell be a top WR?

After Roydell's 2-TD game against KC, I've been wondering...can he be a top wide receiver in this league. He's really shown some flashes, but he does have the occasional drop. If he can play like he did against KC, then I see no reason why this guy can't develop into our number 1 wide out.
